Minimum Qualifications

Bachelor’s degree and one year of fiscal or accounting experience OR an Associate's degree and three years of fiscal or accounting experience OR a six years of fiscal or accounting experience.  At least one year of supervisory experience.

Preferred Qualifications

Experience with contract oversight and fiscal management responsibilities within a health or human services program.  Knowledge of Federal regulations and applicable cost principles, sponsoring program specific cost directives and federal policies and their relevance to grant funding. Knowledge of computer database systems and Microsoft related applications with an emphasis on fiscal accounting or bookkeeping.  Experience providing training and technical assistance to providers or staff individually or in groups. Excellent mathematical, interpersonal, written and oral communication skills, and the ability to work independently as well as cohesively within the unit.  Detail oriented, with excellent organizational skills, and ability to handle multiple projects / activities and changing priorities in short time frames in a fast-paced environment. Experience using a grants management system.


The Contract Processing Specialist III (CPS III) will work in the Bureau of Community Chronic Disease Prevention (BCCDP), and will have a range of responsibilities associated with the support of grant activities, budget management, and contract documents for contracts funded by BCCDP. As a member of the Bureau's Fiscal and Operations Unit, the incumbent will work under the direction of the Bureau Fiscal and Administrative Coordinator to address and resolve issues with contract document preparation and submissions;  provide technical assistance to contractors in the development of budgets, budget modifications and claims for payment; conduct comprehensive fiscal reviews and maintain contract expenditure tracking and reconciliation with approved budgets and expenditure plans; assist the Bureau Fiscal & Administrative Coordinator in the development of policies, procedures, reports, forms, and guidance documents related to contract and fiscal issues; assist with BCCDP coordination, tracking and fiscal monitoring, including reconciliation, analysis and report development / preparation; and perform other duties as assigned.

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
