Minimum Qualifications

Master’s degree in Biostatistics or a related field and two years of experience in research, analysis, and/or evaluation of health or human services-related programs involving the manipulation and analysis of large databases using statistical and/or data analysis/management software (e.g., SQL, SAS, SPSS, VB, etc.).


  • Design and conduct appropriate analyses of a wide range of data related to HIV/AIDS, hepatitis, sexually transmitted infections (STI), transgender and homeless service programs. Analyze complex Medicaid data and longitudinal patient-level data while demonstrating a strong understanding of the content of these data systems as they relate to health care, Medicaid, managed care, rate setting and fiscal impacts to the state of New York.
  • Perform required analyses using highly confidential data regarding viral load suppression status, antiretroviral therapy usage among Medicaid recipients and present findings to AIDS Institute Executive Staff and Medicaid managed care organization representatives. This endeavor includes preparing data for matching to DOH registries as well as compiling secure files for dissemination to approved external entities.
  • Perform manipulation of large-scale databases using a variety of data resources including but not limited to: Medicaid Data Warehouse, OHIP Data Mart, and SPARCS which allows the Section to perform clinical, cost, utilization and quality analyses in support of policy and program activities in the AIDS Institute. 
  • Create technical reports, papers, and other written documents describing the nature of and data findings related to Medicaid programs utilized by the AIDS Institute’s populations, including but not limited to managed care and fee-for-service programs, HIV Special Needs Programs, supportive housing, adult day health care, health homes and behavioral health programs; Interpret and present these results of statistical/data analyses for non-technical audiences.
  • Participate in all phases of the research and evaluation process related to determining the effectiveness of a broad range of HIV, hepatitis and STI service programs including the problem definition, literature review and synthesis, planning, execution, analysis, interpretation, and the reporting of findings; This position will be responsible for creating coding logic to identify these subgroups in terms of examining the impact of changes in law on utilization patterns and costs.
  • Assist in creating and modifying coding for algorithms that identify the populations served by the AIDS Institute within the various data sources utilized by Medicaid Finance Systems and Research staff.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
