Bachelor’s degree in Biology, Public Health, Epidemiology, Biostatistics or a related field; OR an Associate's degree in those fields and two years of related experience; OR four years of related experience.
Experience with computer systems, software packages such as Microsoft Excel and Access. Experience with using multiple record-search databases, relational databases and data methodologies. Experience with extracting, sorting, linking and merging records across and within databases. Experience working with confidential data, health-related data. Working knowledge of SQL and statistical packages such as SAS or other related software not required but a plus. Demonstrated ability to multi-task and experience working with projects that require attention to detail and critical thinking.
The Program Research Specialist I will conduct HIV registry data cleaning activities, with specific focus on deduplication of the whole state registry (inclusive of NYS and NYC). Activities include synchronizing data contained in bureau data systems, linking primary and secondary identifiers across systems, conducting research to confirm or refute duplicate status and completing missing or updating out of data case related data as appropriate. Claim as unique “valid duplicates” – i.e., persons with similar identifying information but who are different people. The other primary activity of the position is to resolve case records identified as containing information on more than one person (i.e., intertwined record). Activities include conducting research to identify the records that belong to each person in the intertwined set, and to separate intertwined records into discrete individual case sets. Secondary activities include completing missing or updating errant case data across multiple database systems, and assisting Surveillance Program managers with field surveillance quality assurance activities as appropriate. Participate in the Routine Interstate Duplicate Review (RIDR).Other duties as assigned.
