A Bachelor’s degree and five years of disaster preparedness training, education and/or related relevant experience OR an Associate’s degree and seven years of such experience OR nine years of such experience. At least three of the years of experience must have included supervision of staff and/or program management. A Master’s degree may substitute for one year of general experience.
Working knowledge of disaster preparedness and response programs, goals and objectives. Working knowledge of federal, state and local laws, rules, regulations and policies pertaining to natural disasters, response and civil defense preparedness. The ability to apply local, state and federal laws, rules, regulations and policies pertaining to assigned programs in a broad range of situations. The ability to establish meaningful communications with local, state, and federal officials with assigned programs. Experience providing leadership and guidance to staff, local officials, and other affected partners in emergency situations. Experience in a preparedness related program. Experience in emergency preparedness planning and training, to include the Federal Incident Command System, Hospital Incident Command System, and related programs. Knowledge of local health department preparedness responsibilities in New York State.
The incumbent will lead disaster response planning for the Metropolitan Area Regional Office (MARO), a 14-county area encompassing the Lower Hudson Valley, Long Island and New York City. Duties will include: hazard vulnerability assessment, plan review and update, identifying planning gaps and improvement opportunities, and providing feedback and technical assistance to Local Health Departments. More specific responsibilities will include: the review and evaluation of local health department preparedness plans, programs, and documentation; the evaluation of local health department operational readiness, including plans for mass vaccination/drug dispensing; the evaluation of health department exercises designed to test the efficacy of preparedness response plans; the updating of preparedness response plans, as may be required; serving as a key liaison between the New York State Department of Health and local health departments for reporting emergency conditions and outside assistance; developing communication pathways with partner agencies; and leading the development, implementation, testing and review of the MARO Regional Emergency Operations Plan. Other related duties as assigned.
Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
