Minimum Qualifications

Bachelor's degree in a related field and four years of experience in designing, testing, administering, or developing automated systems for the processing of health care eligibility, enrollment, and claims processing transactions for a large health care facility, governmental entity, or health insurance company OR experience with the New York State Medical Assistance (Medicaid) Program in a New York State agency or local social services district or county or an Associate's degree in a related field and six years of the required experience or eight years of the required experience.  A Master’s Degree can substitute for one year of the required experience.

Preferred Qualifications

Experience in writing detailed specifications for procuring IT services. Experience evaluating bids for technical projects. Excellent written communication skills including the ability to describe technical business system functions and explain business processes.


The Business Analyst II will be responsible for reviewing procurement and contract transactions related to the Medicaid Enterprise Strategy (MES).  The individual will review upcoming MES procurements for compliance with State procurement laws and procedures, including an assessment of the reasonability of requirements, potential conflicts of interest, general readability, including the content consistency and coordination with other MES procurements currently underway.   Working with the Department’s subject matter experts and the procurement office, the incumbent will ensure that a clear and accurate description of the technical requirements are presented, that bid directions are followed, and that evaluation criteria are designed with regard to technical proposal requirements and are finalized prior to bid opening.  After contract award, the incumbent will be responsible for assisting the Medicaid Office with the management of the resulting contracts and seeking all necessary approvals for any future scope or price changes.
