  • Minimum Qualifications

    Bachelor’s degree and three years of experience in research, analysis, and/or evaluation of health or human services-related programs or a related field; OR an Associate’s degree and five years of such experience; OR seven years of such experience. A Master’s degree may substitute for one year of experience.

    Preferred Qualifications

    A master's degree in Public Health, Epidemiology, Social and Behavioral Sciences or a related field. Familiarity with HIV/AIDS, HCV, drug user health, and LGBT health programs, policy, and/or data issues.  Experience with conducting program evaluation research in public health.  Experience with survey design, sampling strategies, and survey administration.  Experience with processing and  analyzing large data sets such as BRFSS, ACS, SPARCS, etc. Experience in data analysis using SAS, R, SPSS, Excel, GIS and/or other analytical and data management tools.  Experience with creation of high-quality infographics and factsheets.  Experience in project management.  Strong written and verbal communication skills.

    Responsibilities

    This position is located in the Office of Program Evaluation and Research (OPER) at the AIDS Institute.  The Evaluation Specialist III is responsible for the independent development and implementation of program evaluation projects in multiple program areas, including HIV/AIDS, STDs, viral hepatitis C, drug user health, and LGBT health.  The incumbent will be responsible for all aspects and phases of the evaluation research process, including development of problem definition/statements and goal setting, logic models, study design, data collection and management, data analysis and reporting of findings.  The incumbent will also serve as project manager/team leader and provide leadership in guiding the team to accomplish specific goals per project time line.  Other related duties as assigned.

    Conditions of Employment

    Grant funded position through 12/31/19. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
