Bachelor’s degree in Computer Science or related field and five years of experience in systems development; OR an Associate’s degree in a related field and seven years of such experience; OR nine years of such experience. At least three years of experience must have included program management and supervision. A Master’s degree in a related field may substitute for one year of the general experience.
Computer science or information technology advanced degree. Business analyst experience; technical lead and liaison experience; supervision of computer programmers and other technical professional staff. Project Management Professional Certification. JAVA technologies and Oracle database experience.
The incumbent will serve as the Manager for the Bureau of HIV/AIDS Epidemiology's (BHAE) Systems Development and Maintenance unit. The BHAE conducts HIV/AIDS surveillance activities including the facilitation and monitoring of all HIV-related laboratory, clinician and supplemental reporting in NYS. The incumbent will manage and oversee information technology infrastructure systems, processing, and maintenance functions related to HIV Surveillance and Partner Services data. Responsibilities include developing and overseeing the complex, person-level data systems that support health department HIV-related surveillance, prevention, and Partner Services activities., and involve project planning, design, implementation, and evaluation; directing the coordination of projects and activities with other AIDS Institute and DOH units; supervising staff; advising bureau and division leadership on electronic data security and confidentiality protections; representing the Bureau and the AIDS Institute; and other duties as assigned.
Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
