Bachelor's degree in a related field and four years of experience in research, analysis, and/or evaluation of health, human services-related programs or a related field; OR an Associate's degree in a related field and six years of such experience; OR eight years of such experience. A Master's degree in a related field may substitute for one year of such experience.
Experience analyzing Medicaid claims and encounter data. At least three years of experience in the manipulation of large-scale databases. At least three years of experience working with complex data systems using data analysis and management software (SQL) and/or statistical software (SAS, SPSS). At least three years of experience working with confidential data. Knowledge of rate setting or cost analysis for budget purposes. At least one year of experience supervising staff. Experience presenting results and findings at conferences. Experience working with diverse communities and groups, including those at-risk for HIV, STI, HepC, OUD. Health Care Finance and Analytics (HCFA) is responsible for planning, organizing, developing, prioritizing, implementing and coordinating the research and evaluation agenda for the Office of Medicaid Policy and Health Care Financing as well as other AIDS Institute programs areas as requested. The section secures access to data sources throughout the NYS Department of Health and performs data analyses in support of policy and program needs related to health care and support services for individuals with HIV. The Evaluation Specialist IV will work on a variety of data analysis, evaluation and research projects examining clinical, fiscal, utilization and quality issues that impact individuals served by the AIDS Institute. The Evaluation Specialist IV will take a lead role in data projects that relate to the NYS Governor's Ending the AIDS Epidemic Initiative (ETE) and other high priority projects. The incumbent will disseminate data and research findings, identify AIDS Institute populations, provide technical expertise, represent the Office of Medicaid Policy and Health Care Financing, supervise staff; and other related duties.
Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
