A Bachelor’s degree in a related field and six years of experience in the direction and/or management of an HIV/AIDS or other relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an Associate’s degree in a related field and eight years of such experience; OR ten years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least four years of experience must have included supervision of staff and program management. A Master’s degree in a related field may substitute for one year of experience.

PhD or MS in Public Health or epidemiology; at least five years program direction experience; at least five years of experience with HIV surveillance; at least five years of experience with policy development; at least five years of experience with research and directing all aspects of research; at least five years of primary and secondary supervisory experience of staff; at least five years of experience working with internal and external partners; grant writing experience, demonstrated experience with public speaking in a local, state or national setting. The Director of the Bureau of HIV/AIDS Epidemiology (BHAE), housed in the Division of Epidemiology Evaluation and Partner Services (DEEP), will direct all Bureau aspects related to HIV surveillance and epidemiology in New York State (NYS). The Director will oversee policy formulation and program development; program planning, implementation, monitoring and evaluation; and CQI activities related to HIV surveillance in NYS. The incumbent will oversee a staff of over 80 in the various Bureau programs such as: HIV surveillance, incidence, systems, data analysis, data to care, and special surveillance research projects. Responsibilities also include oversight of field surveillance activities in all regions of NYS (outside of NYC); provision of leadership, management and supervision of program staff and strategic planning to ensure program outcomes contribute to the State’s effort to end AIDS by 2020 and beyond. As part of the Division management team, the incumbent will ensure compliance with goals and objectives of the Bureau and Division. Under the direction of the DEEP Director, the incumbent will serve as the CDC point of contact for surveillance and related federal grants including coordinating all surveillance related grant reporting to the CDC. Other related duties include cross Bureau collaboration; representing the Division Director, AIDS Institute and the Department at internal and external meetings and community forums; and other appropriate duties as assigned.
