Minimum Qualifications

A Bachelor's degree in a related field and six years of experience in the direction and/or management of a public health, health, human services or health regulatory program or community-based organization; OR an Associate's degree in a related field and eight years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least four years of experience must have included supervision of staff and program management.  A Master's degree in a related field may substitute for one year of experience. A Doctorate degree in a related field may substitute for three years of experience.

 

A license and current registration as a professional registered nurse (RN), physician assistant (PA) or nurse practitioner (NP) is required.

 

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting may not be available. If telecommuting is available, the incumbent will be required to have a telephone/mobile device, and internet access.

Executive Order 14042 requires covered Federal Contractors, including HRI, to ensure that all employees are fully vaccinated against COVID-19. Employees must be fully vaccinated, unless approved for a religious or medical exemption.

Experience developing policy, standards, planning, designing, implementing and evaluating strategies.

Responsibilities

The Director, Clinical Programs will work in Albany, NY within the Office of the Medical Director (OMD). The incumbent will serve as a key member of the OMD management team and will be responsible for policy formulation, program planning, design and implementation; directing resource allocation; directing program evaluation, directing strategic planning, directing the management of programs, supervising staff and representing the OMD at expert advisory committee meetings and the AIDS Institute in meetings with other high level staff within the Department of Health, as well as with other State agencies. The incumbent will provide clinical or subject matter expertise, leadership, and direction to all AIDS Institute programs. The specific duties of this position will also include, but not be limited to the following responsibilities as they relate to Post Exposure Prophylaxis (PEP) and Pre-Exposure Prophylaxis (PrEP), the Linkage, Retention and Adherence initiative and the OMD Fiscal Services Unit.
